How will you contribute?


The Operations Service Manager is responsible for overseeing the Operations Service in alignment with the goals, policies, and objectives set by the F&A Director. This role involves managing and coordinating the operational infrastructure of LIST sites and facilities, which includes the deployment and maintenance of infrastructure. The manager will lead the development and implementation of Health, Safety, and Environmental (HSE) plans, conduct risk assessments, and formulate emergency response plans. Additionally, this role encompasses the management of all other central operations services as outlined in the LIST organizational chart.


 You will be mainly in charge of:


  • Defining the Operations Service goals in alignment with the Finance & Administration department strategy.
  • Break down the service’s goals into team objectives; defining and implementing plans to achieve these goals in coordination with team leaders.
  • Ensuring processes and services under their responsibility run smoothly by implementing efficient processes and standards. Monitor and evaluate the performance of processes, systems, or tools.
  • Assuring the definition, maintenance, and implementation of an up-to-date business continuity plan for LIST’s infrastructure and operations.
  • Guarantee the implementation of the HSE Policy at LIST under the direct delegation of the CEO. Ensure compliance with local HSE policies and regulations. By power of attorney, as LIST’s health and safety representative, has the authority to implement any decision related to health & safety deemed necessary.
  • Participate in the definition of annual operating budgets and oversee expenses and budgeting of the operations service.
  • Making decisions considering risks and impacts, ensuring problems in their service are solved promptly.
  • Represents the LIST at various meetings, committees, and task forces with partners and stakeholders and acts accordingly.
  • Ensures that the work environment of their team remains safe and healthy. Enforces and applies LIST-HSE rules, alert of potential dangers and risks, and ensure their team has acquired the mandatory HSE skills established by LIST.

Education


  • Bachelor’s degree in a relevant field such as Environmental Science, Occupational Health and Safety, Engineering, or a related discipline. Degrees or professional certifications (e.g., Certified Safety Professional (CSP), Occupational Health and Safety Technologist (OHST), Certified Industrial Hygienist (CIH)) are advantageous.


Experience and skills


  • At least 10 years of experience on the field including managerial responsibilities of operations and HSE teams.
  • In-depth understanding of HSE regulations and standards. Sound knowledge of operational processes and best practices in relevant industries, preferably on the research and innovation sector.
  • Possesses strong strategy, management, and leadership skills.
  • Sound work organisation, prioritisation, and monitoring skills.
  • Strong knowledge of project management, applicable legislation for LIST operations’ practices and procedures.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of professionals from different levels and activities, at internal and external level.
  • Strong problem solving and decision-making skills.

 

Language skills


  • Good level both written and spoken English and French, ideally Luxembourgish.
