As part of the Innovation & Funding Support department (IF&S), we are looking for a dynamic and results-driven professional to lead our assessment and roadmaps team and expand our innovation services.
The IF&S department comprises five services:
National funding supporting companies that want to apply for national funding for their innovation and research projects.
European funding promoting European research, development and innovation (RDI) programmes, supporting companies and public research organisations in putting together funding applications and representing Luxembourg's interests during contacts with European authorities.
Defence activities supporting Luxembourg industry and research organisations in integrating into the European defence value chain (EU/NATO) and developing solutions in response to agreed capability needs.
Assessments & roadmaps supporting companies in their digital transformation journey while also delivering tailored performance programmes that help businesses tackle specific challenges related to digitalisation, sustainability, and innovation. In addition, the team manages Luxinnovation’s involvement in the Enterprise Europe Network (EEN) alongside partner organisations, providing companies with expert assessments and high-value matchmaking services.
The role of the Head of Assessments & Roadmaps will primarily focus on two key areas:
Management of assessment programmes conducted by accredited consultants (Fit 4 programmes): Overseeing the coordination, quality assurance, and continuous development of assessment services such as Fit 4 Digital, Fit 4 Innovation, Fit 4 Sustainability and Fit4AI, which provide companies with expert evaluations and roadmaps to boost their innovation, digitalisation, and sustainability initiatives.
Internal delivery of assessments by the team: Leading and supporting the team in performing internal diagnostics for companies, notably through Digital Maturity Assessments as part of the Luxembourg Digital Innovation Hub (L-DIH) activities, enabling manufacturing firms to identify their digital strengths, gaps, and strategic opportunities for transformation.
The candidate will work closely with companies and consultants, providing strategic guidance, coordinating assessments, and ensuring seamless collaboration between internal teams and external experts. The role also involves managing a team of 8-10 people, developing new services, and promoting Luxinnovation’s offerings to businesses, contributing directly to Luxembourg’s innovation and economic growth.

RESPONSIBILITIES
Reporting to the Director of the Innovation & Funding Support (IF&S) Department, the Head of Assessments & Roadmaps will:
Be responsible for co-writing the strategic vision of the team, implementing it through structured 4-year operational plans, and ensuring the follow-up and achievement of the team’s annual key performance indicators (KPIs) and budget targets.
Lead the successful deployment, development, and continuous improvement of key services, including:
Assessments and roadmaps for Fit4Innovation, Fit4AI, Fit4Digital and Fit4Sustainability programmes.
Within the framework of the European Enterprise Network (EEN), innovation capacity management services, helping Luxembourg companies enhance their innovation processes, access international growth opportunities, and connect with strategic partners through matchmaking activities.
In collaboration with the Luxembourg Digital Innovation Hub (L-DIH), provide digital maturity assessments and support the creation of tailored digital roadmaps, enabling manufacturing companies to navigate their digital transformation and strengthen their competitiveness in a rapidly evolving market.
Drive the development and roll-out of new assessment services (e.g., Fit4AI, Fit4Cyber, design thinking workshops, innovation capacity assessment, etc.) to foster innovation across a wide range of companies, in close collaboration with key stakeholders and with a strong client-centric approach. Regularly monitor the impact of assessment services and ensure that company satisfaction is measured and leveraged to continuously enhance the service offering.
Promote the services under the team’s responsibility and ensure their visibility and impact across Luxembourg’s business landscape. Collaborate with the relevant teams within Luxinnovation to develop new projects or services.
Manage and coordinate collaborative initiatives with external partners, notably:
Represent and animate the EEN consortium.
Coordinate and foster collaboration within the L-DIH consortium.
Monitor and track programme delivery, ensuring high-quality support and measurable impact for our clients.
Design and propose new approaches and service offers aligned with market needs and emerging trends.
Ensure operational excellence and coherence across all projects led by the team.
Lead, structure, develop and manage the team
Drive the continuous development and successful deployment of innovation support services:
Identify new trends, company needs, and market opportunities to develop or adapt service offerings, in close collaboration with internal teams and key stakeholders.
Ensure that services are consistently updated, well-structured, and aligned with industry evolutions and client expectations.
Proactively seek synergies within Luxinnovation and with external partners to maximise the efficiency and impact of the services delivered.
Contribute to the preparation and submission of projects aimed at strengthening Luxinnovation’s support to businesses, particularly SMEs.
SKILLS AND QUALIFICATIONS
We are looking for an inspiring and structured team manager who combines strategic vision with operational excellence. The ideal candidate will demonstrate:
Qualifications and experience:
University education, at least master’s level, preferably in engineering, economics, business management, audit or a related field.
Ideally 10 years of experience in business or strategy consulting, particularly in the field of operational excellence, innovation management, digital transformation including diagnostics and roadmap creation activities.
Proven track record in structuring and animating teams, ideally in an innovation, consulting, or business support environment.
Proven ability to drive projects with coherence, energy, and determination.
Solid understanding of innovation processes, digital transformation, and SME support mechanisms.
Creativity and solution-oriented spirit to imagine, design, and implement new services.
Experience in consortium management and participation in European networks is a strong asset.
Training or certification in project management would be considered an advantage.
