Department description

The Finance & Compliance department ensures the financial, legal and regulatory integrity of Luxinnovation's operations. It provides cross-functional support in budgeting, accounting, contract management, data protection, risk management, public procurement and corporate governance, guaranteeing that the agency and its partners operate within a sound and compliant framework.


Job description

As a Legal & Compliance Officer, you will fulfil a cross-functional legal, paralegal and compliance role for both Luxinnovation and the Luxembourg Space Agency (LSA), within the administrative support framework provided by Luxinnovation to LSA. You will contribute to securing activities, documents, processes and governance across both organisations by providing operational support to teams in understanding, applying and formalising applicable internal and external rules.

Your scope covers contractual matters, public procurement, data protection (GDPR), information security (NIS2), risk management and documentary compliance. You will ensure the operational follow-up of legal needs for both organisations, manage their respective legal budgets and coordinate the engagement of external counsel or other specialised advisors when required.

You will work in close collaboration with the Manager Finance & Compliance, providing regular reporting on case progress, deadlines, legal expenditure, identified risks and items requiring escalation. This reporting contributes to a coordinated, pragmatic and confidential management of legal and compliance matters across Luxinnovation and LSA.

The role is positioned as a support, coordination and operational monitoring function: you will identify points of vigilance and prepare the elements necessary for decision-making, without substituting for the validations of the Manager Finance & Compliance, the management team or external counsel when their intervention is required.


MAIN TASKS AND RESPONSIBILITIES


Regulatory intelligence, awareness and training

  • Carry out regular regulatory and documentary monitoring on topics relevant to the organisation, notably data protection, cybersecurity, public procurement and compliance.

  • Identify directives, regulations or legislation likely to impact Luxinnovation, analyse their effects and coordinate with the relevant teams to define a remediation plan where necessary.

  • Prepare or contribute to awareness-raising and training initiatives on compliance, confidentiality, data protection, information security, risk, contractual practices and internal rules.

  • Contribute to updating cookie policies and privacy notices on Luxinnovation's websites to ensure compliance with changes made to websites and to the services provided.


Legal review, compliance frameworks and risk management

  • Perform an initial and operational review of contracts, conventions, non-disclosure agreements (NDAs), memoranda of understanding (MoUs), specifications and other binding documents, identifying points of attention, inconsistencies, risks and elements requiring additional validation or modifications to be negotiated with the counterparty.

  • Create, maintain and improve standard contractual and documentary templates made available to teams, notably for contracts, NDAs, confidentiality clauses, data protection clauses, intellectual property provisions, supplier commitments and documents related to selection procedures.

  • Ensure the classification, archiving, nomenclature and documentary monitoring of key signed contractual and legal documents, guaranteeing their accessibility, reliability, updating and appropriate retention.

  • Contribute to the maintenance and improvement of the compliance framework by monitoring and updating applicable policies, procedures, registers, legal publications, responsibility matrices and internal documents.

  • Ensure the operational follow-up of GDPR and data protection obligations, including maintaining and updating applicable documentation (records of processing activities, terms of use, cookie policies, privacy policies), processing and tracing data subject access requests, integrating requirements into contracts, specifications, internal processes and tools, as well as drafting or reviewing data processing agreements (DPAs).

  • Participate in the identification, assessment, documentation and monitoring of risks that may affect the organisation and contribute to defining, implementing and monitoring proportionate mitigation measures.

  • Contribute to the Risk Control Framework, the monitoring of internal controls, the documentation of risks, incidents, corrective actions and mitigation measures, as well as to the preparation of reporting elements required by decision-making or governance bodies.

  • Structure, improve and digitalise processes related to contracts, suppliers, public procurement, validations, archiving, internal policies, data protection, documentary compliance, internal sites and deadline monitoring, to strengthen reliability, traceability and readability of practices.


Stakeholder coordination, team support and external counsel management

  • Support teams in the practical application of internal rules and applicable obligations, providing clear, structured and adapted responses to interlocutors who are not specialists in legal, contractual or compliance matters.

  • Coordinate exchanges with internal stakeholders and, where necessary, with external counsel, ensuring clear follow-up of questions, documents, validations, decisions and actions to be carried out.

  • Monitor cases related to registered trademarks and logos, disputes or pre-litigation matters, coordinating internal exchanges and, where necessary, interactions with competent external counsel.

  • Provide operational support in supplier monitoring and in identifying needs for launching or renewing procurement procedures, contributing to document preparation, adherence to deadlines, traceability of exchanges and consistency of administrative requirements.


Conventions, public procurement and partner agreements

  • Assist in and coordinate the creation of conventions and their amendments with European and public partners.

  • Contribute to the legal and documentary quality of specifications, calls for tender, supplier contracts and associated documents, particularly in the context of public procurement, covering confidentiality, data protection, intellectual property, liability, conflicts of interest, administrative compliance, selection criteria, contractual obligations and deadline monitoring.

You will act as a key bridge between national/European initiatives and the Luxembourg business ecosystem, driving innovation and sustainable growth.


REQUIRED COMPETENCIES


Education level and professional experience required

  • Advanced degree in law, ideally at Master's level, with a specialisation in business law, European law, public law, compliance, data protection or any other field relevant to a semi-public organisation.

  • Proven experience in a legal, paralegal, compliance, legal operations, governance or internal control function, ideally within a public, semi-public, institutional or services environment.

  • An experienced paralegal profile with a solid track record in contract management, documentary compliance, legal coordination and internal process monitoring may also be considered.

  • A complementary qualification or certification in data protection, compliance, public procurement, risk management, legal operations or information security is an asset.


Specific competencies

  • Practical knowledge of the legal and contractual mechanisms used within organisations: service agreements, NDAs, conventions, liability clauses, intellectual property, data protection, supplier rules and documentary obligations.

  • Working knowledge of or strong interest in compliance, corporate governance, risk management, GDPR and data protection, NIS2 and information security, public procurement, internal policies, supplier compliance, archiving and regulatory monitoring.

  • Practical experience in reviewing, drafting, coordinating or monitoring legal and contractual documents, including contracts, NDAs, conventions, templates, specific clauses, supplier documents and specifications.

  • Strong legal and documentary analytical skills with the ability to identify risks, inconsistencies, points of vigilance and actions to be taken.

  • Excellent drafting skills in both French and English, with the ability to produce clear, structured, precise and audience-appropriate documents.

  • Rigour, reliability, organisational skills and attention to detail, notably in monitoring deadlines, validations, document versions and sensitive information.

  • Pragmatism and solution-oriented mindset, with the ability to translate complex legal or regulatory requirements into processes, templates, recommendations and accessible guidance.

  • Interpersonal and pedagogical ease in working with non-legal interlocutors, explaining constraints, suggesting options and supporting teams in applying rules.

  • Autonomy, sense of priorities and ability to coordinate multiple cases simultaneously, while knowing when to seek appropriate validations or external expertise.

  • Discretion, sense of confidentiality and professional maturity in handling sensitive information, binding documents and situations with organisational or legal implications.

  • Demonstrated ability to work on multiple topics in parallel, manage diverse cases and ensure reliable coordination with varied teams and external interlocutors.


Languages

  • Fluent French, both written and spoken, is mandatory.

  • Solid professional English, both written and spoken, is mandatory — notably for reading, drafting and reviewing contractual or institutional documents.

  • Knowledge of Luxembourgish, German or any other language useful in the Luxembourg environment is an asset.


IT skills

  • Proficiency in Microsoft 365 and ease with collaborative environments, document management spaces, monitoring tools, simple dashboards and digital validation or archiving processes.
